Where can you find unambiguous guidelines for the correct execution of the intumescent paint coatings, i.e. who designs the paint coating with fire resistance, what thicknesses are usually required, how to protect the coating against damage during concreting (in the upper surface area of the bottom flange)?

See: Extract from the Polish National Technical Assessment (Krajowa Ocena Techniczna - KOT). The paint coating is part of the beam’s production process and is carried out in our production plant in Krępice near Wroclaw, Poland in a professional chamber in accordance with the instructions and guidelines of the paint manufacturer. Concreting of the beam also takes place in the production plant. At the construction site, you receive a ready-to-install product with fire protection according to KOT requirements (annex No. 1), equipped with elastomer bearing for floor slabs compatible with the required Technical Approval (annex No. 2). During transport, the fire-resistant coating is protected with a suitable soft material layer. Thicknesses of paint coatings are described in KOT. Regarding the protection of the upper surface - the answer was presented by the Polish Building Research Institute (Instytut Techniki Budowlanej - ITB) in form 24/07/2017 (annex No. 7). Possible repair of the fire protection coating is presented in here.
